1. Who we are

Barangay Central Signal Village, Taguig City (the "Barangay", "we", "us") operates this website and its online services, including the Barangay Resident Card application. We are the personal information controller for the personal data you give us through this website and at the Barangay Hall Services Center. This Privacy Notice explains what we collect, why, and what your rights are under Republic Act No. 10173, the Data Privacy Act of 2012 (DPA), its Implementing Rules and Regulations, and the issuances of the National Privacy Commission (NPC).

2. What personal data we collect

When you create an account

Title, first name, middle name, last name and suffix
Email address and password (your password is stored in hashed form; we cannot read it)
Profile photo
The date, time and version of the terms and privacy documents you agreed to

When you apply for a Barangay Resident Card (online or as a walk-in)

Identity details: full name, date and place of birth, sex, civil status, citizenship, height and weight
Contact details: mobile number, email address, and complete address in the barangay (house number, street, zone)
Residency details: how long you have lived in the barangay and your residency status
Voter information: whether you are a registered voter, precinct number, and a photo of your voter document if you provide one
Employment and household information: employment type, profession, income bracket, and community classification (for example senior citizen or person with disability)
Family information: names of your father and mother
Emergency contact: the name, contact number and address of the person you nominate. Please tell that person you have given us their details.
Pet ownership: whether you own pets, and basic details about them
Photos and documents: your 2x2 ID photo, photos of a valid ID (front and back), proof-of-residency documents, your signature, and a photo taken when you claim your card
Sensitive personal information: some of the items above — such as your date of birth, civil status, blood type, religion, and government-issued ID details — are classified as sensitive personal information under the DPA and are given a higher level of protection.

Your name, email address, optional mobile number, and your message when you use the Contact Us form

Collected automatically

Technical information such as your IP address, browser type, and the date and time of requests, recorded in server logs for security and troubleshooting
Information stored in your browser to keep you signed in. We do not use advertising or third-party tracking cookies.

3. Why we collect and use your data

To process, verify, approve, print, and release or deliver your Barangay Resident Card, including scheduling your claim date
To confirm that you are a resident of the barangay and that the information and documents you submitted are genuine
To keep the barangay's record of inhabitants updated, as required by law
To send you service notifications by email, such as account verification, password reset, and updates on the status of your request
To respond to your questions, concerns and requests
To plan and deliver barangay programs, projects and services (for example health, animal welfare, senior citizen and disaster-preparedness programs), using statistics wherever possible
To protect the security of the website and prevent fraud, abuse or misrepresentation

We do not use your personal data for commercial marketing, and we do not make decisions about you by purely automated means.

4. Our legal basis

Legal mandate. Section 394(d)(6) of Republic Act No. 7160 (Local Government Code of 1991) requires the barangay to keep an updated record of all inhabitants of the barangay, including name, address, place and date of birth, sex, civil status, citizenship and occupation. This is implemented through DILG Memorandum Circular No. 2005-69, "Maintenance and Updating of Records of All Inhabitants of the Barangay".
Public authority. Processing that is necessary to fulfil the barangay's functions as a public authority (DPA, Section 12(e)), and processing of sensitive personal information that is provided for by existing laws and regulations (DPA, Section 13(b)).
Your consent. For information that goes beyond what the law requires, we rely on the consent you give when you tick the agreement box at registration, when prompted after these documents are updated, or in person as a walk-in applicant (DPA, Sections 12(a) and 13(a)). You may withdraw consent at any time; see "Your rights" below.

5. Who can see your data

Authorized barangay officials and staff who process resident card requests and resident records, each with their own account and access limited to their role
Purok leaders, only for the requests assigned to them for delivery, and only the details needed to deliver your card
Service providers that host or transmit data on our behalf under their own security commitments: our cloud database provider, our image and document hosting provider (Cloudinary), and our email service provider. Some of these providers store data on servers outside the Philippines.
Other government agencies, courts or law enforcement, only when required by law or a lawful order

We do not sell, rent or trade your personal data.

6. How we protect your data

Access to resident data requires an individual staff account, and access is limited by role
Passwords are stored in hashed form, and connections to the website are encrypted (HTTPS)
Changes to the status of a request are logged with the staff account that made them
Uploaded photos and documents are stored with our hosting provider and are not listed publicly
If a personal data breach occurs that is likely to put you at risk, we will notify the National Privacy Commission and the affected residents as the law requires

7. How long we keep your data

We keep your personal data for as long as you are a resident of the barangay and your record is needed for the purposes above, and afterwards for [RETENTION PERIOD — e.g. "five (5) years", to be set by the barangay in line with its records-retention rules], unless a longer period is required by law. Contact Us messages are kept for [RETENTION PERIOD FOR MESSAGES — e.g. "one (1) year"]. After that, data is securely deleted or anonymized.

8. Your rights

Under the Data Privacy Act you have the right to:

Be informed that your personal data is being collected and processed, which is the purpose of this notice
Access the personal data we hold about you
Object to the processing of your data, and withdraw consent you previously gave
Rectify inaccurate or outdated data
Erasure or blocking of data that is incomplete, outdated, unlawfully obtained, or no longer necessary
Data portability, to obtain a copy of your data in a commonly used electronic format
Damages if you suffer harm because of inaccurate, unlawfully obtained or misused data
File a complaint with the National Privacy Commission (privacy.gov.ph) if you believe your rights were violated

Some information must be kept because the law requires the barangay to maintain a record of its inhabitants. If we cannot fully act on a request for that reason, we will tell you why.

9. How to contact us or exercise your rights

Send your request or concern to our Data Protection Officer. We may ask you to verify your identity before acting on a request.

10. Minors

We may update this Privacy Notice when our services or the law change. The date of the latest update is shown on this page. When the changes are significant, registered users are asked to read and agree to the updated documents before continuing to use the e-services.
